Hospitals have, out of necessity, become owners of physician practices.  In many cases, arrangements have evolved from market preservation or an expansion decision and not due to any specific mission to run such organizations. As a result, when faced with the necessity to bill for the services of physicians, the owners are now in a totally foreign environment, where even the billing codes and forms are completely different.
